Well, at least she's showing signs of wear. I know this may sound mean, but if she's feeling beaten and worn down, that may be good. Maybe, just maybe she will rise up and rebel.
Until a person gets really, really tired of being tired...until they feel worthless and used, they aren't going to rise up and say "enough!"
Just the fact that her sister visited her is good. She at least knows that you all are thinking of her.
Keep writing her. Keep visiting her. She will see that there is life outside of the Family that way.
But, the decision is ultimately HERS. SHE has to decide that the Family is wrong. SHE has to decide that she has had enough.
Until it's HER decision, it's not the end.
