I don't have any simple answers to this issue. For myself, I'm considering a personal visit to the FCF humanitarian mission in Bombay, India, when I go there this winter for a conference. That particular FCF outreach seems to involve case management for children who are polio patients. If I actually make contact with these folks, I will probably let it slip that I know who they are and where they came from.

I don't think it's too much to let FCF folks working in the field know they are being watched and will be held accountable. It would be nice if there were a way to communicate that message to the 2nd gen humanitarian workers in Russia...that there is a larger community of world citizens watching them who are not fooled by the Family's public relations BS.

Even a very simple letter to the street kid outreach workers in Perm might help. If I were to write such a letter, I would ask them a philosophic question: What would you do if Karen Zerby, Peter Kelly, or some other Family leader showed up at your mission and insisted on reclassifying "Loving Jesus" from DO to GP and teaching it to the kids in your care?

Actually, this is a double bind question. If they say they would block such a teaching, they are in defiance of top leadership. If they say they would permit it, they are liable for an allegation of child corruption. If they refuse to answer, you could step up the pressure by posting their "no response" on various exfam websites. You've at least pointed out to the Perm leaders just how precarious their position really is and that you are watching what they do in response to directives from top leadership.
