I don't know the verse but it goes something like "their conscience is seared as if by a hot iron." Like the sear of a branding iron where the mark of the owner has been burned onto their brain & the scar tissue of the brand is past feeling. It seems that by practice some people literally put their conscience to sleep or stop listening to it. They literally are without conscience, or almost without.
