I agree. It appears that Tim Peters is either out of the Family or on some kind of a reduced status. But because he makes for very good PR for the Family, they're willing to keep pumping him FCF money as long as he in return is willing to let them take some of the credit for his good works.
Part of Tim's motives might be that he feels that he was not given enough credit or respect while in the Family, so now that he's on the border of the Family and treated almost like a "king" or a celebrity, where P&M can no longer tell him what to do but have to treat him with respect almost as an "equal," Peters may feel he has the best of both worlds.
Just my guess and I could be mistaken, but I don't think so. For sure something huge is keeping him from cutting his ties to the Family.
