Actually, the HER was a form of fleecing. In the old days, people had flee funds and kept their own money, in many places. I know practices varied. But generally they had some control over flee funds thast they raised. With the HER, everyone had to turn in their flee funds and then WS reissued it as a Home HER fund -- but with strings attached. WS now controlled how that money was spent. They put a spin on it, but when the dust settled, WS controlled more money and individuals controled less.
