This question seems to stem from a complete misunderstanding of what the cult is/was about. The affidavit thing would go against the entire dynamic of how they weasel in and out of being an organization yet not being one. In terms of PR, they present themselves as a legit org with thousands upon thousands of members and supporters worldwide. When under scrutiny by the law, they present themselves as a mere collection of independent family units who just happen to like each other's company and who come and go as they please, practicing religion as they see fit. Both of these aspects are used in parallel at all times. When trying to raise money or inspire confidence, they are a "major legit international movement." When justifying their long-term residency in a foreign country or their finances, then they are merely independent volunteers or teachers who like to live the country, etc. So the need for justifying their voluntary non-coerced membership doesn't fit in with the "we're are individuals who are entitled to practice our religion and choose our own company" concept.
